Yes, it is signed : R. Blass (or Ballas).
The book was written by Baruch Nadel and published in 1950.
As to Shamir absence. They are listed in the first catalogue of the Association of Hebrew Commercial Artists in 1936. I have noticed that in a later catalogue of the Association in c. 1942 they are not listed.
Years later both served as presidents of the Association. Unfortunately, when I have come across the 1942 catalogue both Shamirs and their wives have passed away and the mystery remains with us.
