I guessed it is Hashomer
I guessed it is Shmuel Katz (is he a well known designer?)
I guess the caption says "50th Anniversary of Hashomer Hatzair".... something like that.

You guessed well on all accounts. Shmuel Katz, who passed away few months ago, was well known cartoonist and graphic designer.
