This is probably an election season poster. The wording about the Likud is in the type font used for all of thier election materials for many many years. The images date the poster to the 1980s when Yitzhak Shamir was still leading the party—maybe early 1990s. I am guessing this was an independent anti- poster to the Likud's electioneering (no one seems to sign it or take responsibility, and in Israel there is no reason not to; this is pretty mild for Israeli elections). Not terribly bizarre. Completely reasonable. And a nice parody.
By the way, these are all photos of Shamir, Arik Sharon, and David Levy. The one in the nine o'clock position next to the clown could be someone else. I can't quite make the guy out, but all of the others are of these three Likud politicians. (David Levy was the highest ranking sephardic member of the Likud (and in Israeli politics) for many years.)
