There’s a “Shamir” mark on the bottom right. And the small explanation on the middle left says that the poster was produced by the Hebrew Scout in Tel Aviv.

Thank you very much.
I don't think that the Hebrew Scouts published this posters; they volunteered to
collect the waste paper.
The poster was probably commissioned by the Inspector of Light Industry (see ads in my internet site).
