This is for the weekly national lottery.
top: Mif'al ha-payis (this is the name of the lottery organization. I don't think I can translate this; it's not really translatable)
vertical on left: every week
the oranges make up 900,000 and the lamed-yud on the left of the nine orange is the acronym for Israeli lira (pounds, before the shekel denomination came in the mid-1970s).
bottom: "namer" (means tiger but is the name of the company) company for the manufacture of matches
the "pei" on the side of the basket is the symbol for mif'al ha-payis, a very commonly found icon in Israel, a national organization and politically neutral within the Israeli spectrum.
