It was meant to Encourage , Promote and commemorate JEWISH SETTLEMENT in the GALILEE . The Hebrew text says " HAGALILAH - TO The GALILEE ". The typical PROPAGANDA political message is strongly emphasized by the BOLD ARROW. Several COLOR photos depicting the modern ( 1970's) settlement activities while a few B & W photos depict the historical settlement activities in the 1920's up to the 1940's in pre-state ERETZ ISRAEL ( Then also refered to as Palestine ).
