Remember: right to left, so it actually says Golda Meir — Prime Minister. It's very blurred but I'm almost certain you're right about the prime minister part.
2) Might those be Israeli military ribbons around the frame?
Certainly looks that way, and even if they aren't officially ribbons, one would definitely be justified to read them that way. You'd have to do some research to find out which units and campaigns they refer to.
