Some auction house just sent me this saying it was from/about Petah Tikva.

I guessed at the text and made up the temporary title

It is LAID out like a poster but it its content is like a stamp.

What do you make of it?

This is definitely not a poster, but a proposal for a postage stamp which was not accepted

. The proposal that was chosen was designed by Walish and the stamp was issued on August 10, 1949.
The stamp marks the 70 anniversary of Petach Tikva (1878)… with some delay.
The inscription on Walish stamp is: The well of Petach Tikva: 70 years old poster by the founders of "The mother of the settlements".

Note: The official spelling in English is : Petah Tiqwa. I do not accept it and I use a more friendly spelling.
