It's a campaign poster for a list for the Histadrut elections for its general assembly (this wikipedia links to the new histadrut founded in 1994, but the poster is for the old one for which there is no English wiki page). The list is named: the list of the Vatık and the Ole - really hard to translate these two words. Perhaps you can help: Vatik means someone senior, and in this case refers to someone who has been in Israel for a longer time, an old immigrant (but it could be a 5 year-old who has been there since he was one, so doesn't refer to an old person), while Ole literally means one who comes up, in this context an immigrant (who "came up" to Israel). So the list of the long-time resident and the immigrant? No idea. I can't find anything about this specific list so it must have been tiny.
The bottom line just says "HaHistadrut HaKlalit shel HaOvdim" (General Organisation of Workers).
