1. The artist is Clive Uptton. I don’t know how accurate it is, but there is some information on Clive Uppton on Wikipedia see http://en.wikipedia.org/wiki/Clive_Uptton
2. The image is from a Palestine Police career recruitment booklet.
3. The recruitment booklet is undated but was probably published in c1945.

Thank you Debbie...I used all the info you sent me. Can you tell me who the publisher was? The Palestine Police? (If yes, was this part of say, the War Department or the Police Department? Or maybe the The Ministry of Information? (The Wiki says Clive worked for them doing posters)

The booklet was ‘Produced by Mather & Crowther Ltd, London’. The back of the book states ‘Issued by the Crown Agents for the Colonies, 4 Millbank, London, S.W. 1’ So I would probably count the publisher as being the Crown Agents for the Colonies.
When individuals were recruited into the Palestine Police, they were recruited by the Crown Agents for the Colonies. So I would say that it was a colonial record.
