This is a poster for the Maarach, The Alignment. Not strictly the Labor Party (Mapai), the Maarach was compared of the two major labor parties, Mapai and Mapam, as well as some lesser parties from time to time. The poster does NOT say Voice of Avodah. It never uses the word avodah at all. Emet (truth)on the fingers indicate the election initials. The red words say "promise and fulfill." Below it says The Maarach Truth.
