Dan,
I am delighted to inform you that I have found the name of the artist of this amazing poster Alfred Zerning. I compared the hazy letters of the artist signature with the list of commercial artists in Palestine 1936.
No exclamation marks are needed because the words 'Warning' and 'Danger' are not printed on this poster (Where did they come from?).

You are right: There are no exclamations marks and ,as a matter of fact, I don't see the words Warning and Danger in the Hebrew poster. Where did they come from?
