I am pretty sure this is about Soviet Jewry...the imprisoned shackled hand (Soviet red background) being passed the torch with the (colors of the Israeli flag in the background) ...
My guess is the small text at bottom (which I am NOT asking you to translate) has to do with conditions in the USSR and a mailing address in NYC...

Big letters in middle: We are with you
small letters on upper left: Studio Sabi; it's tough to tell exactly what it is because it's a name. So the vowelization could be different.
