Dan, Good guess. It's Wallish! Although it is unsigned, his son informed me that he has the poster in his collection.
I wrote Aaron Farkash and asked him to give credit to Wallish instead of Shamir.

Yes, It's an election poster- to the municipality of Ramat Gan. The major trade union Histadurt (Labor Federation) ran as a party in the local elections in several towns in 1950. Hey is the first letter of Histadrut in Hebrew. Hey reperesented it on the ballot.

This is an original political poster from 1949 issued by the Israeli Histadrut movement. On top it says "We are your builders and only we shall serve you faithfully" (reffering to the Israeli city Ramat-Gan).
Ramat Gan is a city in the Tel Aviv District of Israel, located east of Tel Aviv. It is home to one of the world's major diamond exchanges, many high-tech industries, and Israel's tallest building, the Moshe Aviv Tower.Ramat Gan was established in 1921 as a moshava, a communal farming settlement. At the end of 2009, the population was 145,000.
