Hello Dan, 

Nice about the numbers! 

 

You know Qaf is the Communist party? In the Arabic one, I would translate ijhaf as discrimination. And I think it is a Palestinian village (although graphics are interesting!). These are both elections' posters  - it's certainly during the Military regime  

 

The Hebrew is actually directed to Jewish voters so I don't thinks its Palestinian villages, but Jewish poverty towns. I think it's much later, because the only references I could find for the "apartment for apartment" are 1963 and 1971 (here is one in Matzpen website:http://www.matzpen.org/1963-01-10/%D7%AA%D7%95%D7%A9%D7%91%D7%99-18-%D7%A9%D7%9B%D7%95%D7%A0%D7%95%D7%AA-%D7%A2%D7%95%D7%A0%D7%99-%D7%94%D7%9E%D7%99%D7%95%D7%A2%D7%93%D7%99%D7%9D-%D7%9C%D7%A0%D7%99%D7%A9%D7%95%D7%9C-%D7%AA%D7%95%D7%91/)
