You know Qaf is the Communist party? In the Arabic one, I would translate ijhaf as discrimination. And I think it is a Palestinian village (although graphics are interesting!). These are both elections' posters - it's certainly during the Military regime
The Hebrew is actually directed to Jewish voters so I don't thinks its Palestinian villages, but Jewish poverty towns.
